I think any route operating at least 2 trains an hour in its entirety should be electrified, including Goblin.
That's a hell of a lot of electrification. That would include the Valley Lines, all the MML, the Chiltern system, all the XC gaps, all of Transpennine, pretty much everything in Lancs and South and West Yorks to name just a few.
Still, I can't actually think of a non-electrified line with 2tph+ that someone on here hasn't given a convincing case that it should be electrified.
