If I get this wrong shame on me. Without a shadow of a doubt it is Missouri and Tennessee. They also border each other on TNs northwest and MOs southeast borders.

Has featured on multiple quizzes nights and of course I have lived/worked and had my home airport in both states. MCI and CHA to be precise.

Not de Gaulle.
I'll add to that. De Gaulle was not elected by popular vote but was elected by electoral college - the system then in place in 1958.
The answer I'm looking for was not elected but twice became the interim president
