This definitely gives assistance to people.In my much younger days, I was interested in the ancient peoples of the African continent and remembered there were two such peoples with similar names, the Mahos and the Mahas. One was the early peoples of the Canary Islands off the west coast of Africa who were settled by the Phoenicians and the other were the stone-age Nubian tribes who inhabited the land area of southern Egypt and northern Sudan.
Which is which, I cannot remember in my dotage.

It is not in the Pacific.I suspect it might be the capital of a Pacific island nation but I don't know which one.
It is Baku, the capital of Azerbaijan.Isn't the Caspian Sea below sea level? If so, Baku is worth guessing.
