Not Luxembourg no. This station was early to mid-90s and broadcast from Ireland (somewhat illegally to the UK it was said)
Playing word-association with the number 252, I'd say Atlantic 252.

Though I heard it on occasion growing up in North Wales in the late 90s, I didn't do so enough to pay attention to any telephone numbers announced.
