Well, I've Googled this to check whether it was the person who I thought it was ... and it wasn't!
I thought that it was a certain Scottish athlete from the 1980s. However, it looks like it might be an English athlete from the 1960s (who I don't think that I've ever heard of!) - am I in the right lane?

It wasn't John Regis, as I said above this athlete was active in the 1960s (and the late 1950s).

Well, the race is the Mile, Mile End is the station, but I don't know what the fortification is!

Not the race or station I was looking for. Think of a distance being set after this event in the early 20th century and is still the standard today.
