I seem to recall this coming up on a quiz show on the radio a few years ago and, after a bit of a to-ing and fro-ing argument it was settled on as in Cardiff. But I don't know what for, someone bought a coal mine perhaps?

You've just reminded me .... the location was The Coal Exchange, Cardiff Bay, and I think that it was for a shipment of coal.

It was indeed in Cardiff. It was signed (as EbbwJunction describes) at the Cardiff Coal Exchange. I think (but don't know) that it was for a quantity of coal rather than a coal mine, but referring to coal is as close as I was looking for.
