It was Jim Fallon, Manager of Dumbarton FC.

I must admit that I had to check Wiki for this, as I couldn't believe that a top flight club would allow this to happen ... but they did! Here's what they say:

"Fallon is notable for leading Dumbarton to two successive relegations from the Scottish First Division to the Scottish Third Division from 1995 to 1996. Replacing Murdo MacLeod, he was assisted by his predecessor's brother Alastair. Fallon won only one home game in his 14 months in charge, overall winning only two out of 46 games."

Unbelievable - but true, nevertheless!

Yes - so far the only veteran of the USN to be a President. He famously commanded PT-109 which was rammed and cut in half - was discharged from the Navy in 1945 honourably due to medical reasons with the rank of Lieutenant.
