I remember Llandudno being mentioned as a possible place considered for their relocation in that wartime period.

And it was indeed to Llandudno they withdrew, probably due to the plentiful accommodation. Roughly 5,000 civil servants were lodged in hotels and boarding houses by the end of 1940.
