The supplementary question was about whether citizens can vote or not, not whether any elections are fair & honest by objective democratic standards.
Most of the "usual suspect" dictatorships (communist or otherwise) seem to still have some kind of election process, even though these are usually hopelessly rigged and contrived (e.g. where the Dear Leader gets 100.0% of the vote).

I think the only others without any form of election are two Absolute Monarchy states:

• Brunei - where the Sultan has absolute power.
• Oman - I'm not 100% sure how this one works, but may be along the lines of elections permitted for the equivalent of local municipal councils, but all the serious government power is with the hereditary Sultan, his family and close mates, and is non-negotiable.
