I will give this to you. The line was indeed, said by Admiral Roebuck (Played by Geoffrey Palmer) to M (Dame Judy Dench) in the opening scenes of Tomorrow Never dies.
One one element that you omitted was M's reply, which in my opinion is one of the best comebacks ever delivered. The reply was "Well, that means I have the advantage that I don't have to think with them"

The only thing that I can think of is the Variable Coloured Ink on the higher denominations.

As a hint, the answer is associated with the light reflective or luminescent security features. The material used to achieve this is particularly appropriate for Euro banknotes.

Correct - the Rare Earth metal Europium has a characteristic luminescent colour when exposed to UV light.
