I wrote "seat of government" on purpose as Rawalpindi was never officially the capital of Pakistan. That was Karachi till 1961. In that year Islamabad became the official capital but govenment offices were first moved to Rawalpindi and gradually transfered to Islamabad as construction of the new city progressed.
Anyway, here's my question:

Until Gadaffi fell from power, I would have answered Libya and it was green, but as the Libyan flag is now a tricoloured one with a symbol it can't be that - yet I'm not aware of any other country using a single coloured plain flag now.
So more in hope than anything else I'll suggest Libya even though it's obviously wrong!
Unless.... England is now adopting a plain white flag following the latest flopball tournament?
