[ in terms of total number operated over the years, Wolverhampton comes second ]
Smallest systems were Dundee, Halifax & Oldham each had only 2 vehicles. Shortest lived system was Rhondda which only lasted for 3 months !

No- here's the answer. The role of the lickspittle police captain was played by the late US actor Norman Fell.
Norman Fell was best known in the states for playing George Roper in their version of Man about the House- Threes Company & their George & Mildred spin off- The Ropers.
