2tph passenger and quite a few freights leave the twin track Northbound WCML at Weaver, so the two-track railway from Weaver to Acton Grange and Warrington cannot be full. So there should be some capacity at Winwick, but I haven't really studied the timetable.

Winwick is a particularly inefficient layout. All southbound traffic from Earlestown has to cross both the northbound and the southbound fasts to get to the soutbound slow line. After four tracking Crewe-Weaver, the next step to unlocking the WCML should be an East to South chord at Newton-le-Willows which will grade-separate Winwick Junction for Manchester-Crewe flows.
I was looking at the Parkside plans and there is a space where a chord would go, but I don’t think it’s big enough, and I think the reception sidings go across the WCML and therefore get in the way.

I'd put it here.

The siding that used to run across the WCML at that point seems to have been lifted, if that's the one you mean.

The chord could join the mainline where I've shown it, but it would be better to extend it all the way down to Winwick junction, so that it could connect directed onto the southbound Slow line, and avoid all conflicts with the fasts.

There won't ever be a new chord off the Chat Moss.
Chat Moss is by far the cheapest way to give increased access to Central Manchester from the WCML. As Lumo have identified.

And the line past Patricroft and Eccles is capable of being upgraded far more cheaply than other routes into Manchester. But that's the topic for another thread.

Why never - is there a practical reason, rather than just financial?

I'd put it here.

That runs through the new Parkside freight terminal rail entrance proposed to be built. Looking at Googlemaps suggests other complexes have been built on it as well.
