From the story as told on BBC breakfast this morning, it seemed quite clear that everyone felt it was the Russians and that the English were pretty much blameless. I seem to recall they stated the Russian Sports Minister as expecting a fine from UEFA as a result.
I certainly saw no evidence of anyone trying to blame the English on the reports i saw!
One thing the BBC and ITV coverage has is common is that they're incapable of talking about the game they're actually covering for even 15 minutes at half time.
I'll be getting my stopwatch out at half time to check how much coverage is devoted to the game in question

English fans were guilty of many many acts of hooliganism and violence in the years running up to Heysel. It was the final nail in the coffin.

I'd agree with everyone else: Russia will get a piddly little fine and UEFA will get back to calling hooliganism a purely English problem.
The fact that the Russians hot pyrotechnics and a flare gun into the stadium troubles me the most though. Good job it was a hooligan and not, say, ISIS.
For their part in trouble at Euro 2012 Russia got a 120k fine and a suspected 6 point deduction. IMO, the punishment will be higher and the points deduction will not be suspended. They will start the 2020 qualifiers on a negative total.
How about kicking them out of the competition all together and starting them with a 6 point deduction in the group stages in Euro 2020? If UEFA are serious about clamping down on hooliganism then some tough actions will send out an effective message.

I think that it is a case of money talks I'm afraid.
To cancel the 2 remaining Russia games would mean they would have to refund all the ticket money back, then we have TV and radio contracts that were signed for a specific number of games and would need to be refunded as well as the sponsorship money paid for those games.
How much would that cost UEFA?
I will reply simply by asking how much is a human life?
If the gentleman that is critical dies, things have to be taken to the extreme and Russia either eliminated from the tournament or made to play behind closed doors
You can't hold the Russian FA accountable for something that happened outside of the stadium though.
As for Rooney, I thought he and Dier were excellent in midfield last night. Sterling was a waste of space, picked solely because he's a "£50m footballer", he did absolutely sod all. Lallana wasn't a great deal better, but at least he was in a position to miss all those sitters.

When has that happened? Not being difficult, it is a genuine question. If there is already strict liability in place where the Russian FA can be held accountable for the actions of fans away from the ground then I'll be changing my opinion.
Our FA has been fined before for the actions of its fans.
Russia itself was fined the last time there was a Euro.
There is, therefore, a precedent for country FAs to be fined for the action of their fans

From that article the UEFA said "The RFS was facing charges for the improper conduct of its supporters (crowd disturbances), the setting off and throwing of fireworks and the display of illicit banners at last Friday's UEFA Euro 2012 Group A match against the Czech Republic in Wroclaw" so that was for inside the stadium unless I missed something.
