I believe Mark Lawrenson said of City's equaliser - 'That is never a penalty in a million years'.
Mark lawrenson did indeed on bbc newsfeed,
Skys reporters were of differing opinion, saying it was clear cut as he raised his hands above his head.

FIFA members hate the fact that the U.K. has four seperate entries to FIFA tournaments
btw, when gibraltar wanted full uefa and fifa membership the spanish complained about it and when it went to a vote they were defeated by 45 votes to 3.
now fifa or uefa can make any promises they like about it not affecting the separate identities of the home nations but it's not worth the paper it's written on, fifa has a 2/3rds majority voting system and i don't think we'd get too many votes in our favour, so get ready for team GB forever.
i think mancini has lost all credibility after this, how could he possibly have allowed tevez to pull on that shirt again and leave himself looking as if he has 1 ounce of self respect.
i think he's finished after this.
Big IF....But what if Tevez goes on to score/ set up the goals that win the league for city, then Mancini will be deemed a genius for getting Tevez to play again, after all that had happened.
When he came on last night he made some skillful moves, and his spacial awareness to set up the winning was goal was incredible, 90% of players would not of played the ball off to nasri like that.
The problem MC have is not the team mates - who should be professional enough to play with anyone, surely...
what message does this send out to his teammates, refuse to play if you don't want to, go on an extended holiday to argentina over the winter for 6 months, come home and pick up where you left off....
Looks like events at Elland Road have buggered that result in TPL as well as screwing up the away goal sum.

Leeds 3 - 7 (Seven) Nottingham Forest!!
Oh dear I said it'd be 2-2 and there'd be 17 away goals
On another topic, what is going on here http://www.bbc.co.uk/sport/0/football/17472693 ? What rights do fans have to interfere with the legal duties of an administrator (unless, of course, they put up their own bid)? Do passengers have a right to influence directly who takes over franchises? Will the fans have to hand over any money to creditors if their favoured buyers prove failures?
Admittedly, any consortium with an ex-Leeds Chairman around is suspicious (allegedly). But the administrator says that other bids were rejected by the fans as well
I wouldn't worry about it Paul. This is al in the imagination of a Celtic fan who is clutching at some very long straws
If Sepp Blatter has made a pronouncement to that effect in his capacity of President of FIFA and this is in the public domain, then it will be taken as a pronouncement of FIFA itself. I can well imagine the legal complexities that will then ensue if FIFA were then to make a revocation of this statement, as it was made by the President of their organisation, who was speaking on their behalf.
It wouldn't surprise me if Blatter added 'Anyone who wants this challenged, please send a cheque made payable to FIFA for in excess of £75,000 and we'll consider it'. The man has been nothing but an embarrassing fool during his reign.
Blatter ... revealed his presidential salary was "$1m(£598,000), perhaps a bit more" before also claiming: "I'm not ashamed by that".

well here's another quote from blatter.
http://news.bbc.co.uk/sport1/hi/olympics/football/7286011.stm
just depends on which one of blatters quotes you believe i suppose.
but bearing in mind that fifa has a two thirds majority voting structure, blatter, nor any other individual is in any position whatsoever to make promises on behalf of over 200 member states.
Will this be enough to be going on with....
are you completely ignoring the fact that the president of FIFA is warning that a combined GB olympic footbll team could directly threaten the independent status of the home nations.
the SFA might well have reiterated it's opposition to a unified team but a number of players have stated that they will play, if selected.
The SFA are a tinpot organisation that amazingly make the FA look positively progressive.![]()
It's opposition to a unified team owes more to the fact we'd be lucky to get anyone into a GB team - at least Cymru would have Bale and a few others with a fighting chance. As for NI they are in the same boat as us![]()
Suncthorpe are efficient with their players and would recognise a good player instantly, especially up front. Never mind Hooper for a minute; look at Billy Sharp. Thinking back to Southend, when Freddy Eastwood scored against Man Utd (6/11/06) everyone said he was the next big thing, but really Billy Sharp was far better. Heck, even Beefy Botham played up front for Scunthorpe, and he went on to become one of England's best ever sportsmen (even if he did make his name outside of football). On the other hand, Eastwood aside Southend haven't been able to recognise outside talent - even when put in front of their noses - since the days of Stan Collymore and Chris Powell. And they played for Southend when I was at playschool.
Thus, Hooper failed at Southend, but succeeded at Scunthorpe - and netted them a tidy profit in the process.
It's quite strange that the laws of the game are controlled by the IFAB....The International Football Association Board was founded in 1882 by the Home Nations (England,Scotland,Wales and Ireland as it would have been at the time now Northern Ireland)
Today it consists of 8 members 4 from FIFA and the four home nations in recognition of their input in the founding of the modern game. To change anything 6 members are required to vote in favour of a measure.
Did you see the sports newsflash that states that Alex Herne, the English FA chief executive, said that Britain's automatic and long-standing vice-presidency of FIFA was an anachronism and that it might now be the time for this automatic position to be abolished.
Celtic celebrating beating Rangers to this year's title is like Oxford celebrating because Cambridge sank.
Rangers 3-2 Celtic
Hate to say it, but Rangers thoroughly deserved to win and prevent Us winning the Title today, discipline is 'key', we had two straight reds (Rangers later had one), Neil Lennon got sent off as well (NOT clever) at Half Time, SFA will probably be 'dishing out' a lengthy ban (no sympathy if they do either). Lost the battle, but will win the War, hopefully sooner rather than later. Onwards...
