I think you're misunderstanding the situation.
The driver was unable to take the train forwards. It was decided the easiest way to get around this situation was to declare the train a failure and get another train to couple to it and move it out of the way. In order to do this, assistance protection is required unless the line is set up for permissive working, which in this case, it wasn't.
