I often ask the Nantwich-Manchester Standard Open Return holders for their clean return part... Many cannot provide it...
And what happens then? Do they get reported for prosecution?
Quite, they might have thrown it away (or not if they are fiddling the system) as they are entitled to do.
You're not entitled to throw away the return half of an SOR if you plan to use (or continue using) the outbound half.
Think you have got it wrong way round in your head Outward portion of ticket is only valid if they can produce the corresponding Return portion of the ticket, used to be old fav of mine from when open tickets where valid for 30 days to ask for return part as you would expect person travelling on outward that was 28 days old to be able to produce the return partYour return ticket is only valid with a stamped outward portion.

Some staff do seem to be rather desperate to do people, and given how I've seen them[I] bragging about how much they 'got' on a service (as they change at Fins bury Park), even high fiving each other for beating their previous records[/I] - I guess that whether or not they have targets or commission (I don't think they have either), there's a definite desire to compete with each other..
That is why they'll perhaps issue invalid PFs to people and say the classic line they use 'Take this now, and you can appeal within 28 days' as a way to get people to stop kicking up a fuss, then have to waste time to appeal which they most likely would lose as they accepted the PF in the first place.
If all PFs were legit, it would be fine. A motivated work force finding those who fail to pay, or upgrade to first class illegally etc.. but if they then get so carried away that they harass people with legitimate tickets (like myself) then something needs to be done. Getting staff to display even their name badge seems to be the very least FCC can do.
(On the flip side, there was a FCC employee this morning having a go at a coffee seller for swearing saying there were customers about.. so some people do have pride still).
