That's really strange if you're in England. The guidelines say to refer for audiological assessment adults who present for the first time with hearing difficulties, after excluding an ear infection or impacted earwax. And the wait times are some of the shortest in the NHS - under 6 weeks for the majority of patients.

There's a shortage of senior audiologists in some areas. I had to wait over a year a couple years ago, for a hearing test, because I'm under 65 and 'complicated'. And that's with being in the system already.

Oddly, my local hospital reports that more than half of people wait less than 2 weeks, but I waited 8 months.

A GP cannot make an Autism assessment or diagnosis, unless specifically qualified and authorized which is unlikely.
A GP may be able to provide original documentation, most cannot. *

Also:
In England, Asperger's is no longer a separate clinical condition with its own diagnosis.
ADHD unlike Autism is not a permanent 'disability'.
An Autism diagnosis by itself does not entitle PIP.

People with an Autism diagnosis can apply for an ENCTS Disability pass and then a Disability Railcard. In the past some authorities refused ENCTS applications based on an Autism diagnosis only. This should not be the case now.

*Parents etc., keep every scrap of documentation from specialist, doctor, school, benefit claims, awards, etc., forever!

There is a lot here that seems to be misleading or perhaps wrong:

• Many, if not most GPs can provide documentation as your Autism or ADHD diagnosis will very likely be sent to your GP surgery unless the patient was treated privately and explicitly requested that not to be the case
• ADHD can qualify as a disability
• ADHD symptoms can improve in adulthood but saying it isn’t permanent is a bizarre phrase
• People with an autism diagnosis are not automatically entitled to an ENCTS bus pass
• People with an autism diagnosis are not automatically entitled to a disabled railcard - the new criteria establishes that they may be entitled if proof is also provided that there are difficulties with using rail services
• People will continue to be rejected for a railcard and ENCTS bus pass if they do not fulfil the requirements or cannot provide evidence that they do - this includes those with autism who may not fulfil the criteria.

I’m helping a friend who applied for the Disabled Persons Railcard under the new Phase 2 neuro divergence criteria on Wednesday.

They submitted a full diagnostic report from a qualified NHS provider that clearly described the kinds of functional barriers Phase 2 is supposed to recognise — things like:

• sensory overwhelm in noisy or crowded environments
• difficulty processing spoken information quickly
• forgetting or losing track of verbal instructions
• cognitive overload when dealing with complex or fast‑changing travel information
• a long‑term neurodevelopmental condition affecting day‑to‑day functioning

Despite this, the application was rejected with a template message and an automatic refund, with no reference to the evidence submitted.

What’s worrying from an accessibility point of view is that the Phase 2 expansion launched on 30 September, but there still seems to be:

• no published assessment criteria
• no functional impact descriptors
• no guidance for clinicians completing the form
• no explanation of how decisions are made
• no appeals or reconsideration process
• no transparency on who reviews evidence or how

For a national accessibility scheme, it feels unusual that disabled applicants have no way to understand how decisions are reached or challenge them if they appear incorrect.

Based on my experience I'd advise using the Impact Declaeation Form. In relation to your letter, did it explain how your friend's condition affects their ability to use the railway? A diagnosis alone isn't enough and I suspect nor is generalised informatio on impacts as the assessment team are likely unwilling or unable to translate that to railway impacts.

They submitted a full NHS consultant report that didn’t just give a diagnosis — it specifically described the functional impacts the Phase 2 criteria are supposed to cover: sensory overwhelm in noisy stations, difficulty processing spoken announcements, losing track of verbal instructions, and cognitive overload in fast‑changing travel situations.

The Railcard website says applicants can provide either a report/letter from a health professional explaining how the condition affects rail travel, or the Impact Declaration Form.

If the scheme actually requires the Impact Declaration Form and won’t accept equivalent clinical evidence, then the published rules should reflect that. Otherwise it creates an unnecessary hurdle for disabled applicants, especially when the consultant report already covers the same information in more detail.

My friend’s confusion is mainly because the rejection didn’t reference any of the functional‑impact content and just issued a template refund. So we’re trying to understand whether Phase 2 is genuinely meant to accept reports, or whether the form is effectively mandatory despite what the website says.
