When opening a new station (or reopening a long-closed one) who actually decides the frequency and nature of the service(s) that will stop there initially? Is it the train operating companies? The local/national government? Whoever funded the station? Some mixture, or someone else entirely?
What sort of process goes into making this decision?
I got curious because of overhearing people talking about what sort of service a new station that has been proposed would have and its impact on the service of surrounding stations, and realised that this is something I really know nothing about.
