It makes perfect sense to me that any company would prefer to take on known quantities (such as currently employed staff in different roles and displaced redundant men with 'move to home depot' forms on file) rather than go to the expense and 'risk' of employing external candidates.
However, Fred has my sympathy and understanding on this one.
HR MUST have known how many internal applications had been submitted and MUST have known how many displaced men wanted a move back (the relocated men have to re-submit the form every year and it is scrutinised by ASLEF before any external vacancies are advertised).
That's the way it should work - in this case Fred has been invited to interview and has arranged travel and overnight lodging just for it to be pulled with next to no notice.
It's shabby at best, downright unprofessional at worst.
