So what are the scientific predictions in terms of the coast being inundated by rising sea levels? 20, 30, 50, 100 years? Because if it’s the latter two, it’s just sitting on a risk register.
An Arup flood risk report issued in 2020 mentioned protection of the railway for 100 years. I think posters expecting or hoping for problems in their lifetimes, to justify another route, will be very disappointed:
Network Rail has proposed development of a new sea wall to protect the South Devon mainline railway line from flooding from the sea at Dawlish, Devon. The proposed development of the frontage is from Colonnade Viaduct to the Coastguard Boathouse (C2C), adjacent to Dawlish Station. The defence solution is designed to protect the railway for the next 100 years by improving the existing sea defences

A straight line from near Exminster to Newton Abbot would save about ~10km yes.
But there seems little point not designing that ~20km section for a linespeed of 200-249kph at least - the bulk of the trains will be capable of 230kph and the majority of the remainder will do 200kph. (80x and 22x respectively)
I just cannot see you are going to get a business case for all the extra mileage of new line to reach Plymouth and after cutting off Torbay and Totnes.
Neither can I, but a high speed solution doesn't necessarily need to do those things.

As a climate researcher, the error bars on the flooding maps are huge.

So far the trend over the last 20 years is for impacts at a given warming level to increase over time, not decrease - so what they said in 2020 may turn out to be optimistic.

Sooner or later, the entire coatal section between Exeter & Teignmouth is likely to become permanently threatened by the sea and if Plymouth is to remain served by rail, a new or reinstated route will be required. The problem is will any government be willing to pay the huge cost ?

To me, the best solution would be a totally new route between Exeter & Plymouth, with much tunneling to avoid both the coast and the steep Devon banks; there would be a spur from this line to Newton Abbot & Torbay. Fully reinstating and upgrading the Okehampton line would be the next best solution.

And don't forget, at some time, parts of the Exeter - Exmouth line may also need to be moved further inland.
Agreed, enables IC services to Paignton to be sped up as well, with frequent locals on the existing line. There will come a time where a new line will be needed no matter the cost, even if Okehampton is rebuilt

Include a connection to Newton Abbot to enable trains to serve Torbay? Is Totnes a significant destination? Alternatively, the new line could cut through Edginswell and a new interchange station with the Riviera line built. Negates the need to serve Newton Abbot or Paignton. It's not as ideal as serving Paignton directly, but it does simplify the service pattern and enables everything to run to Plymouth and serve Torbay as well. The downside is that passengers from Totnes would have to travel to Exeter or Plymouth for IC services which isn't ideal, which makes serving Newton Abbot a good compromise for that connection

Totnes had 800k passengers last year, significantly more than Torquay.
Although it's only a small town itself, it serves as a railhead for the wider South Devon area – including Dartmouth, Salcombe and Kingsbridge – and with hourly services to both London and to the XCountry network, as well as Plymouth and Cornwall, it's more convenient for a lot of people than Torquay or Paignton would be with the need to change at Exeter for onward travel. So maybe Totnes itself doesn't specifically need a station (although it would be a blow to the town to lose it), but a railhead with convenient road access to that area is essential.

I would probably just route an hourly Paddington service via Totnes as an extension of the Exeter semi-fast which should become hourly with a fast running non-stop to Exeter. The XC would run non-stop to Exeter. The Bristol-Manchester could be extended to Plymouth stopping at Newton Abbot and maybe Totnes. I imagine most of the XC passengers from Totnes aren't going much further than Birmingham New Street

I have a feeling that political factors would likely force a route with substantial tunnelling whatever we do, at which point the increased cost of high speed seems to fall rapidly.

And I think ~249kph is still pretty moderate by comparison with international comparators.
Japan designs essentially all their new lines for 270kph or more even through highly mountainous terrain.

It is great to see Richard Bowker pontificating about an area he clearly doesn't know - the River Creedy is between Crediton and Cowley Bridge, not between Tavistock to Okehampton. This problem will have to be dealt with anyway if the Barnstaple and Okehampton branches are to remain open.

There's no sensible reason not to build a route for 200-250km/h (especially if most of it is in a tunnel, which means most of the alignment constraints disappear). The additional costs are negligible

The Lötschberg tunnel (250km/h) in Switzerland is a comparable length, with 100km/h (60mph) limits either side. The Semmering tunnel in Austria will be 230km/h, replacing track with 50-80km/h restrictions and 120km/h onwards at the top.

Makes logical sense especially for journey time reductions. Exeter-Plymouth is currently around an hour with an average speed of around 50mph. New line should get it to around 30 mins at an average of 100mph. That's 30 mins knocked off every IC train heading that way. Paddington-Plymouth down to 2:39, Paddington-Penzance down to 4:27 for the fastest service, Bristol-Plymouth down to 1:30ish. A journey time saving of that length is worth the cost compared to odd minute saved here or there by upgrading bits of the existing line where possible

Simple station entry/exit figures don't help much to indicate the proportion of lucrative long-distance tickets sold. While there's no doubt substantial local traffic to bigger towns and cities nearby from Totnes, the popularity of the pretty bohemian town and its beautiful hinterland with successful media professionals, actors, artists, business leaders etc likely leads to frequent work journeys to and from London and other large cities.

The business on offer has clearly persuaded GWR and XC to continue serving Totnes with nearly every hourly long-distance train. Historically, fewer trains stopped, particularly in steam and early diesel days, when starting a heavy express from a stand to climb the steep rising gradients leaving Totnes was a considerable challenge. Modern traction can handle the gradients more easily, at least with passenger traffic.

The A384/5 Totnes to Buckfastleigh route is narrow, twisty, and very busy now, particularly at the Totnes end. Adding A381 South Hams and Totnes town railheading traffic could lead to much worse congestion at busy times, and accessing Buckfastleigh via local bus networks is far less practical than Totnes. There have been proposals for a further town bypass to relieve the previous Totnes bypass. That might extend to Dartington to parallel the worst section of the A385, but it could be extraordinarily expensive with the river, railways to cross, passing through very sensitive areas on popular walking routes, in a town known for strong environmental activism...

Proposing development around the A38 could be tricky, as much of the surrounding land is in the Dartmoor National Park. The southern boundary of the authority follows the A38 closely, with the built-up areas of South Brent, Buckfastleigh, and Asburton entirely within the park, and subject to their stringent planning constraints. At Ivybridge the Dartmoor boundary avoids and skirts the north of the town, following the existing railway.

As to passenger numbers:

The three Torbay stations collectively have double the number of passengers at Totnes
The Branch and Main local stations collectively have over a million more passengers than either Plymouth or Exeter St Davids individually.

The problem is going to be that any weather issues tend to be instantaneous, Washouts, flooding land slips happen within hours, not days, months years,

If Dawlish gets washed out, there is no other way between Exeter and Plymouth by train, and repairs will not be done in days, or months, if the sea has taken large bites into the coastal section, How long would it take to build a new avoiding line, years, by the time you've planned the route, had the necessary public hearings, purchased the land needed,

I would argue that that fact alone outweighs the cost analyses or value for money, Whist the line is still there, there won't be any future planning, in a worst case scenario, there would instead be wide spread panic, imagine the economic cost if say Dawlish was rendered unusable, and the only option was to build a new line? and there was no railway beyond Teignmouth would the priority change?

I would argue that reopening of the closed route, via Okehampton to act as a feeder and serving towns that have no direct service to Exeter, or Plymouth in this scenario might make economic sense, A limited service, is better than no service whilst repairs, or a new route is dug, And in the meanwhile, it just serves as an extension to the Devon local service network of lines.

OUt of interest, what does that vertical profile look like if adjusted for the maximum gradient of freight permitted in the standards of 1:100? Or at that point do you just build a 'Devon Base Tunnel' and flatten it out completely.
Probably more difficult to thread out of Exeter by my route, which seems to demand some steep gradient in that vicinity whether it goes under or over the A30.
A deeper, more gently graded, mostly tunnel alignment could take a straighter route through the hills, as there would be less need to follow valleys and other surface topographical features.
The length of your blue line is 427m (give or take) according to Google Maps. In that time, you've got to go from 5.03 clearance above the highway, +tolerance, +bridge deck; to 3.99m (or 4.165m if OLE-ready), + tolerance, +tunnel clearnaces, +structure depth, +distance from structure to highway. So that's 9.02-9.195m +extras, modified by the height difference between the A30 junction and the Alphington Road junction, and not including vertical curves.

1 in 40 for 427m allows a height change of 10.675m. 1.5m is not a lot of tolerance to play with - does the relative height of the two road junctions help or hinder?

Oh and Alphin Brook may have it's own clearance requirements to allow for flood levels. I personally think you'd be better off taking it over the A30 then coming down on a 1:80 or 1:100 gradient after getting out of the city.
That could work, with the rail level ~10m above the A30. Would give ~1:40 rising from the existing embankment level near Marsh Barton Rd bridge. The elevated structure would be massive, over a kilometer long and rising to nearly 30m above the fields just before the A30, but it could avoid a lot of demolition and disruption, while remaining well above the flood plain.

The viaduct height might be reduced by ~10m if the A30 junction was modified, elevating the main carriageways further to create sufficient vertical clearance for the rail alignment to pass between the new main road level above and the roundabout level below. The smaller vertical change from Marsh Barton would ease the railway gradient.

Good comparison. That was about £2bn in 1997 money for a single track tunnel throughout, with a second bore for 2/3rds the distance only half of which had railway in it. Call it £5bn now. Plus another billion to finish the final third of the tunnel and turn it into a railway. (work is about to start on that).

So £6bn.

Serious question. What would the good folk of west Devon and Cornwall want to spend £6bn on?

I think the Ceneri Base tunnel is closer to the 'short' Dawlish avoiding line in length terms. That finished in 2020 for 2.5bn CHF for ~15km or so.

You wouldn't need 30 route kilometres.

2.5bnChfs at outturn prices between 1999-2020, so you need to add a lot of inflation to that.

I think 6 billion to dramatically reduce journey times to London, whilst providing a resilient route that would increase business confidence, in turn increasing investment and prosperity to this part of the world would be money well spent. We can't only invest in the north you know.....

But if someone said they would provide 3 new hospitals and a load of affordable housing etc in Devon and Cornwall for that 6bn, what are people going to vote for?

I hate to be that person, but what would the economic value of that additional investment and prosperity add up to?

I have strong connections with Barnstaple. Those living there tell me that the practical reality is that they are a long way from most places, and that branch businesses are vulnerable because they're simply not near their supply chains or customer bases. You can mitigate that, but it remains a fundamental reality. I am sure that the same is true for many towns in Devon and Cornwall, and also sure that spending a lot on a new fast railway will be of limited value to them if they're not on the direct route (as an aside, an important factor in why a Dawlish diversion that deprives Torbay of service is a very bad idea).

If that were necessary to maintain the existing service, I doubt there'd be any issue. But as investment in the area, you need to be looking at education, housing and healthcare, to provide a more secure base for people to be able to have confidence that they can make a good life in the area - not bounce on minimum wage wondering if they'll be able to afford to stay where they grew up.

OK, but that is taking the populist view that politicians should only make decisions based on what they think will win votes. Rail lines are rarely popular politically. Grow the economy of the south west with a faster more resilient line, and perhaps the additional affordable housing ( at the very least ) will pay for itself.

Approximately the same number (1.2m) of people live west of Exeter and Barnstaple as north of Edinburgh and Glasgow. You may be right to compare spending in different areas (by different governments), if you look far north enough.

The inflation calculation's result is rather CHF2.5bn in 2000 is.... CHF2.9bn in 2026.
If we take the midpoint of construction it's only CHF2.7bn in 2026.

(Swiss Franc has spent the last two decades at near zero inflation)

That brings us to about £2.5bn today, probably £2.6 or £2.7bn by project midpoint, assuming it doesn't spend 20 years in development hell!

So that’s 5% of the budget to build 0.5% of the network. What isn’t going to be maintained or invested in to free up the cash.

It might not - but the issues aren’t just about intercity journey time. The challenges to factories in Barnstaple aren’t about the ability of execs to travel there - but they are about the time a lorry takes from the midlands and what that does to cost.

That’s why I’m questioning the value of investment, because it over-simplifies a complex set of problems. As someone asked, how could £6bn of spending deliver most bangs for buck - and I suspect rail would not be near the top 10

NRs budget you quote is for the five years from 2024/5 to 2028/9, and includes paying for 40,000 staff, maintaining the whole infrastructure, renewing a small percentage of the infrastructure, and precisely nothing for adding to it.

To put it in context, it would buy 2 world class hospitals, 20 brand new primary care medical facilities, 20 outstanding secondary schools, enough wind turbines, solar panels and batteries to give every home free energy for thirty years, electrify the entire bus network (with free energy, and run it for free for a decade) and still have enough spare change to pay for every resident of Cornwall to go on a course to learn how to serve a cream tea properly.

What would be better for taxpayers in Plymouth and west thereof, all that, or a journey to Exeter that’s 30 mins quicker for those who don’t want to / can’t drive?

Strange, I've just checked the government DFT site and the 4.1 billion is earmarked for the 2025- 2026 financial year , It seems that the above post would instead put a few more million cars on the already congested road network, then of course, imagine the pollution those extra car jouneys would create?

Serious question. What would the good folk of west Devon and Cornwall want to spend £6bn on?
Not sure they'd want it spent on a single item, or all spent at all.

Transport issues (my ranking) include: access/capacity for tourists in peaks, resilience in bad weather (not primarily a Dawlish avoiding route), an integrated public transport offering making the best of the rail and bus networks, an optimised road freight network. Yes, some rail speed increases but not an HS4.

The capacity issues need a proper systems analysis for pinch point elimination particularly for roads. I would add WC car park expansion into this. Trains, unfortunately need to be longer, a problem with our fixed formation, high cost DMU leases. Perhaps all passenger trains should be at least 3-car with lower fleet utilisation to allow for strengthening. The SR TOC's manage to run long trains all day even when lightly loaded.

I hope that I would have plenty of £££'s over for the locals.

The assumption though is that the Dawlish route becomes impassable or sufficiently unreliable as a through route.
This assumption may be speculative and never actually occur , but it's the basic point of most of this particular discussion thread.


So in this scenario it's not an optional extra, it's (x billion) for having a connection to Plymouth and the South West at all

Perhaps the Cornish network and Plymouth could work as a disconnected segment (a bit like Alaska or the Isle of Man?)
Though honestly I'm a bit skeptical, I suspect it would be closed or converted to tourist railways.
