I'll take a stab with Church Fenton.
Church (as in the catholic church) is definitely a state (the Vatican) as well as a very large corporation (if not the largest in the world). Fenton, divide into "Fen" as in plants, etc., and ton as in "large agglomeration". It is certainly not busy as a stopping place (although quite a bit of traffic goes by).
