Bloody hell Gutfright- did you used to write the clues for the show 321 back in the 70s? 
The answer is indeed Seaton Carew, the 'rumbled' does suggest the anagram, 'canoe star we', however the actual link was a bit simpler- Seaton Carew is noted as the place where the slightly infamous John Darwin did his Reggie Perrin act in a canoe, his wife claiming he was lost at sea whilst he lived in a cupboard in their house! They even deceived their own kids, but were eventually rumbled....
