You got it - an anagram of Mills (New Mills in crossword clue parlance) followed by an anagram of Town (New Town).

According to the Truth Tables I have to hand, the clue should read either:
  • Angry or not Angry, Angry, or
  • Angry and Not Angry, Not Angry.

I see what you mean but it isn't intended to be read as a truth table but as plain(ish) English. In my clue the final "not angry" just cancels out the "angry" preceding it leaving "Angry or not". The reference to logic was to indicate that the "or" and "not" were logic gates.

Havng said all that you got it right and that's what matters, well done.

I've got a feeling Birchington-on-Sea was an answer a few weeks ago as well, not that it matters as the clue was different.

Anyway next clue:
