Indeed, (and I realise we’re getting slightly off-topic here), the points are the ones highlighted in the photo attached, with platform ten being the line going off to the left (with the 15mph board and arrow).
I don't believe those are the points involved, as it's not just access to and from Platform 10 that's currently blocked, but access from the Up Chester line towards platforms 11 & 12 as well. Only platforms 6&9 are currently accessible from the Up Chester. AFAIK It's the crossover from the Up Chester to the Down Chester that's been temporarily locked in position and is unusable.

Ah that would make sense, I didn’t realise 11 and 12 were inaccessible from Chester as well.

But that alone wouldn't account for the NOGO in platform 10, would it?

On paper no it wouldn't that's true - you'd still have access from the WCML or via a shunt from the Down Chester. In practice though that platform is only really any use for passenger services anyway for units coming from the Up Chester so it might as well be a NOGO.

Damage to the points accessing platform 10 wouldn't account for the current block on movements from the Up Chester to all of platforms 10-12, or tie in with the events that led to the damage in the first place.
