Starting to feel like a bit of a broken record here but...

As I often do, I boarded the 1830 from Mauldeth Road to Manchester Piccadilly and wanted to buy an Evening Ranger both yesterday and today.

Yesterday I bought a single to Manchester for £1.80 from the ticket machine, because the ticket office was closed. I asked the guard on the train for an Evening Ranger, and presented the single and 70p, but he said "The best way of doing that is at the station." to which I replied "Oh, you cant part-exchange it onboard?" "No, but they will at Piccadilly". Similar story with the STM people at the 'barrier' at Piccadilly: "Err - I can sell you an Evening Ranger but only for £2.50. And I can't excess a single into a ranger with this machine so..." I suggested heading to the ticket office, which the STM man agreed with. I queued up at the ticket office and asked for an Evening Ranger, placing bot the ticket and the 70p on the counter. The clerk said "£2.50 please." and I gestured at what I had offered, to which he looked entirely blank and said "£2.50 please" again. So I picked the ticket up and explained that I had just travelled from Mauldeth Road and I had bought this ticket, with a value of £1.80, to begin my journey. He took the ticket and said that it wasn't possible to excess a single into a ranger. I explained that I wasn't asking for an excess, but I wanted to part-exchange the ticket for an Evening Ranger. He took it and looked at it for some time, before disappearing. A few minutes later he returned, pressed some buttons on the TIS and then went looking through the cupboards behind the counter before returning with an A4 pad and said "Right. The only way we can do this is with a refund form."

I filled in the form with my surname and initial and address and signedd it, stating "Unble to purchase Evening Ranger at Mauldeth Road." as the reason for refund. Following this he tendered the 70p and issued the ticket. I commented that it would be easier for both of us if the ticket office at Mauldeth Road were open later. He didn't seem to share the sentiment, replying "As an Evening Ranger is a Northern Rail product, what would actually help would be for them to make it available from the machines." - I restrained myself from pointing out that it (along with any other Ranger ever) isn't available from any of the VT machines either, and left.

It had taken a while and I wasn't sure if it had been done correctly, but I had gotten the right ticket in the end, so I thought I might as well not bother contacting Northern or VT about it, however...

Today I arrived at Mauldeth Road in the same circumstances and bought a ticket from the machine - but I accidentally bought a return in my haste. Not to worry I thought, it is only £1.90 and the Evening Ranger is still £2.50. I didn't see the guard on the train and just showed the ticket to the STM contractors rather than asking for the Ranger from them because of what I had been told the previous day.

I queued up at the ticket office at Manchester Picc but didn't notice immediately when I was called forward and was shouted a few times. The person directly in front of me in the queue had been called to the same window and moved to the side in order to fill in a Railcard application form. I passed my tickets to the clerk and asked for a part-exchange to an Evening Ranger. She said "You didn't buy these here, did you?" "No, I have just travelled from Mauldeth Road", I responded. "Right, well it can't be done in any case if you travelled before half past six and we can't excess a return to a ranger." I assured her I had not travelled before 1830 and that I wasn't asking for an excess, but for a part-exchange into an Evening Ranger. She insisted that it would not be possible to issue me with the Evening Ranger in exchange for 60p and put the tickets back on the counter, before saying "You bought these from Northern Rail. We are Virgin Trains. If you want that doing, you will need to go to Northern at Oxford Road or Victoria, it can't be done here." I asked what I was supposed to do if I wanted an Evening Ranger when the ticket office at Mauldeth Road was closed. She replied that Evening Rangers can be issued by the guard on the train. I then asked if she was saying I should ignore the ticket machine at Mauldeth Road when the ticket office is closed. She said:

"Look, if there is nobody there at the ticket office when you arrive you will just have to get your ticket on the train if it is a Ranger and you clearly know your tickets (whatever that is supposed to mean!!!) - we cannot do this here."

"Do you think they will do it if I do go to Oxford Road?"

"Probably not" *shrug*

"Isn't it contrary to train company publicity not to buy before boarding where there is a machine available - and also to the Conditions of Carriage?"

"You will have to take that up with Northern Rail then."

"What do I need to ask Northern for? This [gesturing at my tickets] is exactly what it says to do in Condition 3 of the National Rail Conditions of Carriage."

"I know exactly what it says in the NRCoC, do not start telling me how to do my job I have worked here for 10 years."

"I am not telling you how to do your job. Can you get Condition 3 up and we will have a look at it?"

"No I would literally have to print all of the pages of it out, we don't keep copies of it anymore."

"I'm happy to wait."

"No, I have got to serve this gentleman now."

The man had finished filling in his railcard application and interjected "Ee-arr mate go on, I'm doing this now." - and the clerk said "Bye", so I said "I'm getting fed up you using it as an excuse that this is a Virgin Trains ticket office - that is hardly my fault." to which I got "Well it is not mine either." back. What fantastic customer service!

And this random man (who really should have been asked to go and join the back of the queue again for being so foolish as not to fill the form in first) had taken apparently their side so I didn't fancy arguing with both of them. I wish I'd stood my ground now and asked to speak to a manager, but I get the feeling they would have backed her up entirely anyway.

As it happened I had time to go to Oxford Road and went to the ticket office there. I passed the tickets and asked for the Ranger, the clerk said again that he didn't think it was possible to excess a return into a ranger but would see what he could do. He managed to refund the tickets back to my card (he asked me to put it in the machine and then I got a Refund receipt) and wrote VOID on the tickets, then sold me the £2.50 Evening Ranger with a new card transaction. This had the desired effect, but was clearly a different process to what had happened the day before, and I wonder if either are correct. Both are considerably better than simply refusing point blank, or bringing the cross-TOC issue in (doesn't it say in the TSA that this should never be a reason to refuse to undertake a transaction? Certainly I can't think why it's relevant who operates the ticket office in these circumstances). Doing it this way still leaves the passenger with the difference missing from their account for several days until it clears.


What I would like to know is, please:

  • What is the correct procedure for accepting a part-exchange of tickets in accordance with contion 3?
  • How should I ask for these part-exchange payments in the way that makes it most clear what I am doing?
  • Does Northern have a public or internal policy that relates to Condition 3?
  • With it in mind that I have complained to VT twice before about being refused a Condition 3 Part Ex at this ticket office before, what is the best course of action going forward regarding this breach of NRCoC?

In addition to this, I'm very concerned about what VT think they can't do about transactions that relate to tickets 'for' other ToCs. I've been told in the past that I can't have a refund on a TPE advance where the train was cancelled and I said I didn't want to travel because only a TPE ticket office would be able to do that, so I would have to go to Leeds (!!!) for that. It seems there's a sort of institutional policy at this ticket office about what is and is not done.

To be fair I'd have no idea how to Part Ex a ticket on board (any gen anyone?) - our TOC says if you can't buy a ticket from the auto bandit buy on board. After a bit of looking I'm confident I could issue the required ticket but no gen on how to take any other ticket as part exchange.

To be honest, I have yet to see one case of Condition 3 being dealt with correctly. Not always the relevant staff's fault, since they probably weren't told about it in the first place. I really wonder how many in the industry knows about it.

I'm not really sure what to suggest tbh. How far are you with Virgin on this matter? If this cannot be resolved successfully, perhaps you should take it to Passenger Focus, and if no joy there, your MP.

Meanwhile I would say write to Northern and ask them exactly what you should do in these situations. If they say you are allowed to just buy onboard then you are home and dry. If you don't receive a response within 28 days, send another letter reminding them, say in there that you are giving them 14 days or the matter will be taken up with higher authority. Then when that is up, you can take it to Passenger Focus.

Have to say I would not know how to do a part-exchange, however looking at the NRCoC, see Condition 26(c) and note (iv):

(c) if paragraphs (a) and (b) do not apply and the ticket has been bought from a Train Company’s ticket office (or a self-service machine) and you return your ticket at any Train Company’s ticket office no later than 28 days after the expiry of the ticket’s validity, you will receive a refund (subject to the notes below);

(iv) In the case of a refund under (c), (d), or (e) above, you will not receive an immediate refund but your refund application will be processed as soon as reasonably practicable and the refund paid within one month of receipt of the application.

Reading this seems to suggest that at the Virgin ticket office, the correct action would have been to fill in a refund form and then for the staff to send it off to Northern customer services to process. Obviously this means you would not have got your money back there and then.

EDIT: Looking at the fares manual, in this situation it suggests excessing the ticket to "enable them to reach their destination", no mention of ranger/rover tickets...

As previously suggested I would write to Northern Rail asking advice on what to do in this situation.

I'd also write to Virgin Trains about the service at Piccadilly. Knowing Virgin there's a chance of £50 worth of RTV's!

I cannot comment on the issuing process in ticket offices, but, on Avantix it is not possible to issue an excess to a rover or ranger. As regards accepting the ticket as a part exchange, I cannot say I have ever been told how to it officially, nor have I had cause to do it. It is not possible to non-issue nor refund a ticket that has been issued by a different ticket machine. It could not be entered as a RTV as these now require the inputting of different codes printed on the RTVs to go through Avantix. The only way it could be done is to pay it in as cash to the value of the ticket, but as I know from my time I worked in the back office cashing up and doing the accounting for the machines, there is no way of officially accounting for it so it would simply go down as a loss against the operator of the machine - which in many cases would generate a "please explain" to the member of staff concerned.

It would be far simpler if the OP just purchase the ticket from the Guard on board. Of course, what would happen if Penalty fares were ever introduced (as the DfT has suggested it might like to see in the consultation documents for the new Northern franchise), I do not know!

The way I see it, you wouldn't be liable for a penalty fare since it wasn't possible to buy the ticket you wanted before boarding. If they wanted to PF, then they would have to upgrade their TVM's to sell rangers.

razor89, section 26 is not relevant as the OP didnt want a refund. Section 3 is a totally different process.

I wouldnt mind if Virgin are unwilling to offer the part-exchange, if the ticket office are prepared to put it in writing that they couldnt do the part-exchange. After all, it is saving you money!

As for refusing to look at NRCoC, and not having a reference copy available to inspect, that is wrong. I would definately make a complaint about that.

Re. accepting tickets as part payment for others:-

1) If at all possible treat it as an excess - even if it is not normally permitted to excess from the ticket held to the ticket required.

2) If it is not possible to excess to the required ticket then treat the ticket as cash but input the value into the "other credit" section on your shift sheet, retain the original ticket as you will have to "pay" that it with your other credits, and put a (brief) note on the back of your shift sheet to explain the situation.

I'm not sure that you can accept part exchange tickets as RTVs as you would have no account number or check digits to input.

In order:

  • Do an excess wherever possible. Victoria station would process a refund and issue the new ticket, but I honestly have no idea if that is official process or not, I'll see if I can find out for definite when I'm in work next.
  • Good question. Some clerks just don't get what you are trying to say regardless of how you try to explain things (even I am guilty at times). Try to put it over as simply as possible, I guess something like "I couldn't get the ticket I wanted at [X] so I bought this single to get me here, can I change it for....". Ideally buy singles for cash as this should make it a little easier.
  • Not that I am aware of, the closest you get is a passage in the Passenger's Charter, but in the circumstance of the TVM working, but not having the required ticket, it isn't that helpful. It might imply you can board without a ticket, but doesn't actually say that and so it could just be inference.
  • If you are not happy with the responses Virgin Trains give you, you could try Passenger Focus.

TPE don't have a ticket office in Leeds.....

Have you emailed/tweeted virgin about this.

We are told that everything virgin do is ace and the best. This confirms that they are not.

I have staff here who will just about do anything-rightly or wrongly- to assist our passengers but I fear we are a bit far away :)

A few years ago I had condition 3 applied properly by London Midland a few times. The tremendously useless booking office at Northampton refused to sell me a CDS from Northampton to Boundary Zone 3, insisting that I should buy a ticket to Stonebridge Park instead (which is more expensive than London Terminals). I applied the principle that the full range of tickets was not available, and purchased a ticket to Watford Junction, which the LM guard was happy to excess up to Boundary Zone 3. On the one occasion the guard didn't come through, I got the necessary excess at the LM ticket window at Euston, albeit with a lot of confusion that I had bothered.

Obviously I can't comment on part-exchanges to rovers and rangers, but my suggestion would be to contact Northern Customer Services asking what to do in such a scenario, which would inevitably obtain a reply that one should purchase on train.

It is completely crackers that Virgin TVMs manage to sell the full range of evening tickets and Northern ones do not.

Yes, I guess it was easier with singles and returns, since an over-distance excess can normally be issued.

You are talking about a Merseyrail office dealing with a Merseyrail issued ticket though, rather than a Virgin Trains office dealing with a Northern Rail issued ticket. It shouldn't really make a difference, but such is the way the railway is organised, it does sometimes.

Individual members of staff not being sure what to do with these 'excesses' is perfectly understandable and in many ways to be expected (although I think most good staff would find a way to deal with it rather than be extremely rude and turn the customer away). I don't have a particular problem with that because the rules are complicated, no question. But there's no excuse for cross-TOC fragmentation in this way. It wouldn't happen under a nationalised system, and this was never the intention of the privatisation we had (regardless of whatever your opinion of the merits of either).

Indeed, but in regard to the last two sentences, a nationalised system would have left it in the former situation (ticket and exchange from one company) rather than the latter (different companies with different bank accounts and processes).

Do you really know what the intention of Privatisation was? 'Cause I don't. I seriously doubt that things like this even got considered....

I would be very tempted to send a firmly worded letter to Virgin Trains making it clear you are unhappy, that you have complained multiple times about this issue before and not yet seen it addressed, inconvenienced by having to go out of your way to sort the issues at Victoria/Oxford Road and disgusted with their customer service and that you would expect better. Should get you some RTVs and hopefully something done about their staff in Piccadilly - quite a poor booking office from my experiences.

Fairly sure it can be excessed up. You just select the ticket you want, press excess, put in the value of the old ticket, ticket number, start date and press ok. Then take the difference in cash or card.

If it is a Rover product then it is physically not possible to do an excess in Avantix.

For a "normal" single / return ticket type then an excess would be possible, but could be messy and as I have often found (as many people don't seem to be able to do them correctly), leaves the passenger with all sorts of coupons which make no sense at all to any other inspector looking at the ticket(s) at a later time.

This is also true. I've been subject to some 'creative excessing' before too! Thankfully the outcome of further checks in such cases is usually just to accept the 'mess' anyway.

Just had a read of this thread............wouldnt the above in bold be relevant if the situation described in the thread was a fairly common occurence? How many of the 4 million passengers a day would actually require excessing to a rover/ranger ticket?

I agree. Therefore, instead of waste everyones time with this sort of excess, abolish Condition 3?

No I meant in relation to the training.......

What you are describing in your situation is the ability to part ex one ticket for another which to me sounds easy. The fact that a ticket cant be part exed against some other tickets in limited circumstances indicates to me a failure of the technology more than anything else.....and in fact I came across a similar scenario just today with a passenger in which I used a bit of common sense to get round

In some cases that might help, but you can do what you want with the technology, or put whatever you like in training material, some people have decided they will not do some things no matter what. I cannot think of any other reason for resorting to the "Do not tell me how to do my job." approach.

It would help both sides a lot more if there were more common sense involved, but Condition 3 itself is not common sense, is it? It's barely know of!

Until 2 mins ago, I had never read it myself.......but certainly looking at it, it does state that the price you have to pay will be reduced etc......which is the effect of excessing a ticket anyway. So as far as I m concerned , there has to be a technical reason for this. In my not inconsiderable travels up and down the network on a weekly basis, I ve yet to come across anyone trying to part ex a single ticket against a rover.

I ve just had another look at this issue, only this time I ve used this Rail Forums own guide to ticketing which is very informative.......and below I ve just copied and pasted a piece from it.


Multi-journey tickets

Multi-journey tickets, such as Season tickets, Day Rangers, Rovers etc cannot, as a general rule, be "excessed".
