Why was there pushback?

At the very least, the ability to adhoc-change a booking to any-card-collect seems like it's not risky at all and frankly shouldn't be more than half a day to a day of work

Indeed, we are actually starting to see movement with E-Tickets on TfL. Even with small steps, anyone in the industry will know that small steps is a lot better than what we have had previously from TfL!
