So is the driver able to view the camera image for the pantograph?
In a word, yes.
Regarding the panto equipment specifically, I think the camera just records, so that in the event of there being a problem, the footage can be reviewed to establish the root cause. I don't think the driver has access to this view in real time, but others here probably know more about that than me.
We can select to view the feed from ANY camera, whether external or internal. The only restriction is that the CCTV screens go off in the "live" cab when the speed reaches 5mph. However, it can still be viewed live in any other cab. Not only that, but we can view any footage recorded by calling up the date and time.
as well as the pantograph one, they've got a downward facing one at the cab ends to record the track. I assume only the one at the front in the direction of travel is used, as this too has a fairly powerful white light?
All cameras record all the time. However the track debris camera at the rear of the train would obviously record little of value at night due to the lack of a light source, although I have not checked this. It probably is a low-light camera like the others mounted on the outside, but the ditch light is obviously useful to illuminate finer details, especially at speed.

What do you expect? It's the evening peak.
Even in the off-peak you have to time your train carefully to avoid catching slower services ahead, but with additional services and unavoidably longer dwell times in the peak it becomes impossible not to quickly run down a slower service. The 1740 is not unusual in this respect.
It's a bit of an admission of failure if you are so resigned to fast trains being delayed by slower ones that you put a pre-recorded announcement in the PA!
All PIS systems have this (and many other) pre-recorded announcements. The reason why you might have heard it on a Cl379 and not a Cl317 is down to the relatve ease of use and safe accessibility of the driver's PIS interface. It's not easy to access a Cl317 PIS on the move.
