Thanks for all your commnets. Please keep them coming.

I'd like to ask RPI a specific question if I may.

"Why did one RPI for FCC accept my validation on the back of the ticket (as I say I have this ticket which is dated 14th December and has been stamped by an on train RPI), and yet another RPI for the same company has not?"

Do the RPI's not know the regulations on what is validation?

I cant speak for someone else as I wasn't there!

Just so everyone who posted knows I have now had a response from FCC, Company Prosecutor, Mark Smith.

Its says the following:-

"The use of carnet tickets is quite clear and it is imperative that the correct date of use should be completed in the relevant boxes. However it is fair to say that the date has been written on the reverse of the ticket.

Further to your letter I have had a chance to review the report again after having considered the points you have raised, I am writing to confirm that the file has been marked for no further action.

Should you require any further information then please do not hesitate to contact me"

I have been thinking about whether to take the issues raised further, namely;

1. FCC and NR terms and conditions do not state Carnet tickets must only be validated on the front.
2. The paper on which the tickets are printed is very difficult to write on with ball point pens and impossible with fountain pens.
3. RPI's on FCC are not consistent in their approach if you validate on the back of the ticket. Most accept this as validation, just one (so far) officious RPI at Kings X did not.
4. Even though the byelaws (Clause 24(3)) state that an authorised person must provide identification when asked to do so, the RPI's at Kings X, and others on trains, state that they do not have to give their full name and will only tell you their first name and number.

Life is too short, maybe, but the problems I have encountered here should not be allowed to continue in FCC.

I have also noticed two other things since this all occurred. FCC never seem to man the gates at Kings X in the late afternoon rush hour? Why?

When I asked a ticket clerk at Hitchin to date my carnet for me, she picked up a felt tip pen from a pot on her desk, rather than use one of two ball point pens right next to her - clearly FCC know these tickets are a problem.

Any thoughts anyone?

1. The T&Cs don't say, because it is bleedin obvious that you need to fill in the boxes on the front.

2. A little tricky to write in with a ballpoint, but not impossible.

3. But you have been told what you must do now, so it is irrelevant.

4. The bylaws say - "An authorised person who is exercising any power conferred on him by any of these Byelaws shall produce a form of identification when requested to do so and such identification shall state the name of his employer and shall contain a means of identifying the authorised person." Nothing there to say they need to give you their full name.

There always seem to be staff around when I go through every afternoon.

But to point 2 sometimes you need to etch the cardboard. Scotrail know they are extremely difficult to write on hence why first give their conductors special pens!

glad it worked out for you, Inspectors or any staff are not obliged to give their full names only a means of identification, this may be their authorised PF collectors number or their pay number both of which would be unique to them.
