GWR's is Project Churchward for new regional DMUs, presumably.

No exactly true. 221s are a 12 month lease - no plans to replace the 180s, in fact talks are on going to add 2x EMR 180s to the GC fleet.
Currently there are NO grand plans to replace GCs 180s at this stage. 221s are additional to free up sets that desperately need repairs. Who's to say this will change in 12-18 months however that's the plan so far.

Thanks for the correction. When the two to GC was first revealed there was a fair bit of wibble/gossip. Given the reliability (or lack of) of the 180s it would make sense for GC to have more units in their fleet, assuming nobody else wants them. Surprised that they're going down the Voyager route if there's only a slim chance they'll take more, as we're constantly being told how much of a problem it is for crews to learn a new type of unit.
Voyagers do have a lower capacity than 180s, but if they're only a stop-gap it shouldn't be too much of an issue.
Well procurement is being done by the TOCs themselves rather than IEP and Thameslink.
GWR is Project Churchward (new regional stock), Southeastern is Networker replacement.
