What does location have to do with anything? It is 2025 and we all have access to the same information on the internet. I bet most of the people commenting on this thread don't visit your little corner of the region often, if ever, even if they live somewhere else in Greater Manchester.

The routes in question were *already* run under tender to TfGM and/or neighbouring authorities, so all that has happened is the replacement of one tendering system with another. In both systems, private operators are providing the services.

If you don't want any state control then we could just simply only have commercial bus services. In that event, this area would have no service at all.

The previous arrangement was a competitive tendering system for individual services, working closely with service providers and neighbouring local authorities, whereas under the new bus franchising system, TfGM wields all the power.

TfGM had all the power before. They drew up the route specifications and invited bus companies to bid to operate them. They could have tendered the same routes as now and the result would be the same.

I referred to these significant cuts in post 525 of this thread.

These cuts are a direct result of the franchising process and the apparent unwillingness of TfGM to co-operate with bus companies in neighbouring areas to achieve the best possible network with the limited funds available. In addition to the cuts that @markymark2000 has referred to, there is no longer any bus service going south along Cavendish Road and The Firs to Bowdon village centre, as routes 279/280 now run via Langham Road. This part of these routes is entirely within Greater Manchester and not a cross-boundary issue.

Service 287 still serves Bowdon Church and The Firs inbound to Altrincham

I don't know if you've actually looked at this change in detail before mentioning it. But I have. The detour is so minor that most of the users of this bus simply won't notice the difference. One small road with one bus stop is no longer served. Don't believe me? Well here's the current TfGM 282 timetable and here's one from 2022. Compare the maps, play spot the changes. The frequency is identical (hourly) - the final bus of the day is now even slightly later. This is NOT a cut. This is a minor route change.

283/284 rerouted to avoid Stamford Brook Road 'to enable longer buses to operate the route'
Exactly the same as above. A minor, almost trivial route change. In actual fact the 283 hasn't changed its route. There's one small change on the 284. They're both circular routes - one clockwise, one anti-clockwise. Arguably the change made last week makes more sense as the routes followed by both services are now identical - previously the 284 used Stamford Park Road, the 283 Moss Lane. Now they both use Moss Lane. Again, here's the timetables - the current 283/284 timetable, and here's one from 2023. Again the frequency is unchanged, and the first and last buses are very similar to before.

TfGM don't - deliberately or not - appear to delete old timetables from their web hosting, so it's a doddle to do this kind of before and after comparison. Which really does help if anyone wants to prove - or indeed disprove - the suggestion of a service cut.

Granted the X5 and 280 are the big cuts though (no matter how people try to defend it because it doesn't fit into their ideology that god forbid, TFGM make cuts to services because they want to be the all high and mighty powerful dictators, and funding Warringtons Own Buses wouldn't enable them to do that)

Are we now at a state where the moving of one bus stop on the 282 from one road to another warrants a huge consultation exercise?

Why not? TFL have done consultations for similar minor changes (See link to 410, 336 or 281 consultations). If people are claiming TFGM are accountable (As they have been in other threads), there should be consultations held on changes to the network. Especially the changes surrounding the X5.

TfGM are getting flak for cuts to the cross boundary routes so I don't see what they have to gain if the cuts are for some ideological reason. Perhaps they consider the subsidy better spent on other routes in the region.

Have we any proof that TfGM refused to do sth with Warrington Borough over the X5? Can we please have links to proof rather than sentences that, to me, just looks like your opinion of what's happened... TIA

Warrington Borough Council Leader and Cabinet Member for highways and transport, Cllr Hans Mundry, said: “We understand that the changes to the X5 bus service will be disappointing news for passengers, although all current links remain available.

“We have worked closely with TfGM on this issue, and while we’ve been unable to find a way to retain the X5, we remain committed to providing the best possible bus services between the town centre and Lymm.

“As well as retaining the CAT5, we’re investing in a new 5a service, an investment that will ensure Lymm continues to be served by reliable, regular buses.”

TfGM Director of Bus, Stephen Rhodes, said: “As we build the Bee Network it’s really important that our services support people travelling within Greater Manchester as well as those travelling in and out of the city-region.

“The X5 was introduced last year as a temporary measure to maintain key links in advance of Bee Network services launching in the area in January.
Warrington Council saying they have supposedly worked closely with TFGM (as any council would say). TFGM suddenly claiming it was a 'temporary measure' which is funny considering there wasn't mentioned at the time that this was a temporary measure.

Thanks for that, it gives much more context to what you were writing.

So really it could either be an honest statement but let down poorly by lack of communication at the time or just an easy cop out... both are quite plausible but sadly, we will probably never know...

If TfGM were part-funding the X5 then this funding contract will always have had an end date. I would expect that this end date for funding would have coincided with the start of Bee Network tranche 3. So yes, the funding will always have been time-limited and, yes, this funding will have been designed to tide things over until the start of Bee Network.

As for the minutiae of the other changes, buses going from hourly to 2-hourly is certainly not ideal but we're talking about a sparsely populated and affluent part of Trafford. One must presume the demand wasn't there for much more. Beyond that, it looks like a couple of roads lose their buses but that alternative buses are available within half a mile.

Cross-boundary services are always going to be an issue when there is franchising. With the way s.123 Bus Services Act 2017 is written, I'm not convinced it would actually be lawful for TfGM to tender a service which operates inside the franchising area but put it out to tender separate to and outside of the franchising scheme. I'm sure other posters will be more familiar with the legislation and will correct me if I've misunderstood the legislation.

The 5/X5 is an edge case (probably the only edge case) where it was operating as a tendered extension/enhancement to the standard daytime service which operates commercially and that the service is operated from outside of the franchised area.

Other services in a similar position are either operated fully commercially from outside the area (e.g. X43), are operated by a Bee Network franchisee (e.g. 184, 100), or are not funded by a TfGM tender (e.g. 111, which is a Lancashire County Council tender). I don't see that you can blame TfGM for any of this. You can see why Warrington's Own Buses wouldn't want to give up the commercial bit and have the whole of the X5 as a Bee Network route, why Warrington couldn't/wouldn't fund the non-commercial bit outside of their boundary, and why TfGM couldn't fund it as it's outside of Bee Network. The only real possible compromise I can see is what we have: the 5 continues to run commercially during the daytime, the evening service disappears without TfGM funding, and we have a Bee Network stump from Altrincham to Lymm.

I know nothing about the legalities of such things. But I did note in the 2024 timetable, about half the High Peak's 199 services (Buxton to the Airport) were listed as a "journey provided with the financial support of Transport for Greater Manchester". As well as "Bus 199 is also provided with the financial support of Transport for Greater Manchester between Stockport and Manchester Airport". There were also some subsidised early morning and evening journeys running only between Stockport and Manchester Airport.

In the 2025 timetable, those short journeys have gone, as has any mention of subsidy. So either they're no longer highlighting subsidised services, or they're no longer subsidised.

I have also been interested to see what happens long term with the 394 - Glossop to Stepping Hill. It's currently outside the Bee Network and is a service subsidised by Derbyshire County Council and TfGM. Now with the Bee Network in place, it's hard to see who - other than High Peak - would even bid for it when the current contract expires. Belle Vue is about all I could think of.

Cheshire East have said on their website that the short journeys on the 199 have gone as TfGM no longer support them. That would tie in with TfGM not being allowed to support them anymore with the completion of franchising.

I wonder if Derbyshire and/or Cheshire East have increased their support using BSIP to keep the 2bph daytime frequency on the 199? I also wonder if Derbyshire have done the same with the 394? The 111 (Preston-Leyland-Wigan) is the same as that's tendered completely by Lancashire County Council.

The only other case I can think of is the 22/22A Warrington's Own Buses service. Is the 22 still part tendered? It used to be between Newton and Ashton Heath as it replaced the old tendered 603. The 22A is in effect the evening 360, although I think it might only be tendered north of Newton. It might have all changed in recent years though!

Other services that might get caught up in the funding crossfire would be the 156, 157 and maybe the evening/Sunday 602 (does the 602 have much purpose?).

Talking of the 360, it would be interesting where that sits - I guess that would come under the Mersey Metro scheme, even though less than 10% of the route would be in Merseyside!

There’s going to be a few routes in that area around Skem/Ashton/Newton which are going to be interesting if/when the Liverpool Metro franchising starts. Not in the Liverpool or Manchester areas, crossing into both Cheshire and Lancashire, operated by Arriva from a depot that’s likely to be franchised. Should be fun. In Greater Manchester there was a situation when Stagecoach threatened to withdraw several services going into Derbyshire because they would have been outside franchising. Now they did claim they weren't financially viable, but realistically the situation would have needed to have been sorted at some point anyway. Problem was solved with CASH and the affected routes being taken into the Bee Network.

That kind of situation will, hopefully, be a learning point for other regions. If you're taking a depot into franchising, you need a plan for ALL of its services.

The large network of services that were operated historically by the North West Road Car Company straddling the former Derbyshire/Cheshire border in the Greater Manchester area are much diminished in recent years. Essentially only 5 routes now cross this boundary (199, 237, 341, 358/360, 394), of which only 2 (237 and 358/360) were operated by Stagecoach prior to franchising. Route 237 has been transferred to Metroline (ComfortDelGro), who now operate the large Tameside franchise. Routes 199 and 394 are outwith the Bee Network.

The other historic routes from Central Manchester and Stockport into Eastern Cheshire itself have now been reduced to just one skeleton 2 hourly service (391/392/393) from Stockport to Macclesfield via Poynton, which is operated outwith the Bee Network by Belle Vue as an East Cheshire tendered contract.

The 22A timetable says it is supported by TfGM. So why they are continuing to fund that but not the 5 or 199 is a bit of a mystery.

The 199 is particularly strange as the journeys withdrawn ran entirely within Greater Manchester. And it's obviously not that High Peak aren't allowed to operate journeys entirely within GM, as they still run early in the morning (apparently without subsidy). And if TfGM believed it was necessary to fund those journeys for GM residents, could they not add them to a franchise?

The 156, 157 and 602 are all Merseytravel tenders so I suppose it'll be up to them, but they are all mostly in Merseyside so I don't see why they wouldn't continue to support them. I assume the purpose of the 602 is to cover (most of) the parts of the daytime 22 not covered by the 22A when it goes off to cover the 360 route. (Really it'd probably make more sense for the 602 to be numbered 22A and the 22A as 360A, if they weren't run by different companies)

Well someone needs to operate the 360 when the franchise in St. Helens starts, probably most likely to be Warrington's Own Buses that will operate the 360 but it would surprise me if Bee Network did take on the route.

I think Skelmersdale will still get served by Liverpool City Region transport since 310 goes there from Liverpool

I think Stagecoach threatened all sorts of things at the time franchising was proposed. The 237 to Glossop and the 358 to Hayfield were always going to be included in franchising IIRC. Same happened with the 184 to Huddersfield and the 634 to Chorley.

There would be fewer "dead" journeys at the start and finish of the service on both routes 237 and 358 if the service operator was based in Derbyshire, as for route 199.

The 360 Warrington - Wigan, will be one to watch how that gets affected by Merseyside franchising, the 360 has a small section of route through Newton that's in Merseyside, but is operated by Arriva from St Helens depot, buses on the 360 normally interwork with the 329 Warrington - St Helens.

The 34 is often very busy arriving AND departing Leigh, dont know where you got that from but it always has a healthy load, would be even better if the timetable was consistant and decent.

I've been on the 34 a few times, Newton - Leigh can be quiet stretch of route, but then again i'm normally on the 34 around 9am weekdays when i venture that way, when it can be quiet.

I do agree the current 34 timetable is a mess as it's every 40 minutes, (because the 34 is a joint 20 minute frequency with the short 34A St Helens - Vulcan so you have the uneven frequency), the 34 needs to be at least every 30 minutes.

That's true, passengers will get the 610 on the Lowton - Leigh section if that's running in front of a 34, i do remember pre Covid the 34 being every 20 minutes, (every 10 minutes on the core section with the 34A), the frequency has since been reduced by half making the timetable hard to memorise.
