I'd turn it around and suggest that failed claims can be requested to lookup against the ticketing system to verify the circumstances.

A QR code won't verify the circumstances of a failed claim, most of the time. Only if it was scanned on board a delayed train could that be the case, and in the majority of cases that isn't true.

Doesn't have to be onboard. If travelling to a barriered station the time of exit will be recorded (usually accompanied by a CCTV image if fraud is suspected). This can often prove or disprove claims are genuine.

If a passenger for example misses a connection due to late running (especially if some other passengers who are more physically able make the connection), and puts in a delay repay claims their exit time at the destination often gives a good idea if which train they arrived on.

It doesn't prove when or where you started the journey or that your overall journey was delayed, though. Hence it cannot validate a claim in and of itself.

Can't believe it's been nearly an hour and half since the OP and no one has yet piped up with "they're not QR codes, they're Aztec codes"! Come on railforums, we can do better than that!!
