He is saying that if you believe that the speed limit is not a target speed then you could fail an advanced test. People clearly do think that the speed limit is a target speed.
You can also fail your normal driving test for "hesitation" if you drive too slowly for the conditions, I know as i failed my first for this error,
That may well be the case but I'd like to see less dangerous overtaking moves that some lunatics attempt, lower speed limits would help with this.
If someone is going to break the speedlimits and overtake dangerously they will regardless of whether its a 50, 60 or 70 limit.
That may apply to rural tractor drivers but urban drivers just don't give a stuff in my opinion; and some have the barefaced cheek to look back at the long line of traffic behind them and still not pull over for a minute or two. It has not been unknown for me to give them the full fisted shuffle on overtaking them
When i was doing some farm work a few summers ago, i had it drummed into me that if your in a 40 or greater limit area in a tractor, if you pass 3 opportunitys to pull over and let traffic pass but fail to, you can be charged for inconsiderate driving, unsure whether this is true or just the employer i was working for wanting considerate driving.
Sadly 'lack of spatial awareness' would probably account for the majority of examples of poor driving discussed here or elsewhere!
Indeed, i was in a row of cars today, and an oncoming car flashed my row through the gap, (not wide enough for oncoming cars to pass). he failed to notice that he had a row behind him, and that if he let more than 2 cars through, then he'd end up causing complete chaos, as there was not room for more than 3 cars to fill the gap, before being blocked by the cars behind him.
In some cases people are just not used to driving in certain situations though. As I said earlier you can pass a driving test without ever having driven at more than 40 mph or you may have driven at 70 mph but never had to deal with city driving.
