You’d have to price passengers off the Manchester route then. If restrictions are lifted then even 2tph will struggle at times with loadings. West Mids too. The others are basically hourly anyway.

This will discourage passengers especially if overcrowding.

Avanti isn't primarily a commuter TOC, and while commuting may slowly return to some extent, business travel certainly won't any time soon, and that's Avanti's weekday bread and butter (Friday evenings and weekends mostly leisure).
My employer has never gone as far as permitting business travel again, it was (briefly, for about 3 weeks) commuting to your base location only, and only if you were happy doing so, any employee had a right to say no.
This of course would explain why some services weren't open for booking, as referenced in another thread I can't quite find.

You don't need to assume, it's published on the link above, but yes it's roughly that. Though the Scotland via Birmingham is running too as the 1tph West Mids. Only to Edinburgh though, the ones that would go to Glasgow are diverted to Blackpool.

Liverpool has never exceeded hourly. Just a few business extras. More likely the majority of the Chester starters will not resume if medium term cuts are mooted and Holyhead will not get its full London service back, which is a great shame as most of them were viable Chester to London services with a varying seasonal/time of day levels of demand West of there. In effect Liverpool never got 2 trains an hour because the Wirral has always made up a big chunk the Merseyside to Euston market on the leg off Lime Street at least but they still got away with hourly services off Lime St due to new Chester/Coast starters taking up enough of the passengers that used to use Liverpool when that went hourly. Of course, for nearly 2 years now Avanti has got away with service levels going worse than BR/early Virgin days off Chester to London because most of the Liverpool to London trains haven't been as full as they should have been.
