I don't know how long those carriages are, but I'm not sure having one set of doors per carriage (in the UK) would work particularly well.I do think the RABe 535 would be a good starting point for a regional unit. (Obv to UK size)

Gotta do a Ton. Even a 319 does 100mph. I wouldn't restrict the top speed at all. Let linespeeds decide how fast it goes but let the train perform when it can. Also it will give it flexibility to run mainlines or metro.
