The CAF maintenance program is pretty much maxed out with the current fleet, without taking into account broken trains.

Is this something that shoud be taken into account when letting new contracts? I.e. "power by the hour" to allow for realistic recent historical/normal damage from useage?
I'm assuming "broken trains" doesn't just mean engine or door failures or whatever: if these sorts of things actually are the cause then I hope TfW are getting a lot of money back.
I am always amazed at the number of trains in the sidings at Chester - and was equally shaken by the units standing idle at Holyhead when we were there last year
It could be something waiting spare parts (whatever is in that siding at Chester may well be cannibalised for further parts to keep the rest of the fleet in service too) or units that have hit trees or whatever and are awaiting bodywork repairs.

I was trying to think of a way that the (still apparently fashionable) Thatcherite devotion to outsourcing, contracts and contract law could be made to work in our - the travelling public's - favour!
If there are loads of relativley new units lying around unused just for the want of either a repair or a component then something is badly wrong with either the depot staffing or the stores position, or both.
