4 year 16-25 Railcard

Has anyone else ever come across a 4 year railcard before ? It wasn't a Santander because they have a particular banner on them. Just never seen one like this.

The issuing location (6038) and UTN prefix (RC) are consistent with one issued through RDG, which would fit with a Santander one.

I don't believe there's anything other than the period of validity to distinguish them from a normal 16-25 Railcard, so presumably the first five characters of the Railcard number are 08ZMA as well?
