Similar reason to why Stansted - Peterborough can run. It’s not connected to the wider network through Birmingham and is probably small enough that it can be managed by one person using manual processes remotely.
It’s well documented that the BBC once had a failure that took out all of their FM radio networks and it turned out their backup feeds were fed through the same room as the main feeds, and that room overheated.

Avanti have emailed today to say they’ve cancelled the last train tomorrow from Euston to Birmingham, which we were due to travel on.

At Kings Norton, the trains that go via the new stations don’t have the platform number displayed against them on the departure...
Anytime day single or off peak day return from Kings Norton or Kings Heath (next stop either direction) is £3.10
You can do the whole distance of Willenhall to Pineapple Road for £3.50 single or return after 18:30.
An off peak day return for the same trip is £7.40, anytime day single is £6.40 -...
Imagine the stations will be used mostly by people who would otherwise get a bus or drive to Wolverhampton or Walsall for a train to Birmingham, or Bilston or Wednesbury for the tram.
