Heworth to Gateshead was probably my best.(other than the time I lived in walking distance from the office). Metro was pretty reliable, and every other train was empty, after starting/ending at Pelaw.
I wonder if part of the problem with staff awareness is that a lot of passengers in central London are, and are employed as experienced information workers, and that may be their primary function in their current job. This also extends to the social media teams at TOCs.

Indeed, no local public transport runs in North East England on New Year's Day.
Long distance services (except those along the Tyne valley and Durham coast lines) run as normal.
West Yorkshire also don't run buses on 1 Jan, but local trains do run. Many other non-PTE areas also don't run...
Would it not be worth subcontracting the OHL work to NexusRail in this case? It's far more in Nexus' interests to keep a good supply of spares than it is for Network Rail.
I'd also question the "metro not a part of National Rail", and say that it is as Mich a part of National Rail as Heathrow...

Do you require a zip card to get the £6 paper product? If the only requirement is to be between 11 and 15 then it makes a good deal of sense for a one off visitor, since the zip cards have to be ordered a week in advance, and even with the young discount on a normal oyster you have to pay the £5...

AFAICT, only proper Ticket Offices are covered by the impartiality requirements. Remember that the rules were written when most ticket machines could only sell a limited range of tickets to a limited range of destinations, long before the ubiquitous portable computing technology we have now...
I'm not sure the DfT give two hoots about making franchisees honour the TSA.
After all, if they did, they'd insist that every ticket office closure is accompanied by enhancing ticket machines to sell all walkup tickets (certainly any that don't require a form to be processed)

I would be mindful that there does seem to have been an uptick in train failures on Thameslink lately, particularly affecting the 319s that do the Wimbledon and Sevenoaks services, so leave extra time if you can
