I used to work at an ATOC Agent and we were told that it was a condition of our licence that we sold all operator and route tickets and we had to in a impartial manner.
We understand ticket offices had to operate in the same way.

You are quite right. Your contract is with the supplier, in this case the train operating company, and the contract is not complete until you recieve the goods i.e. the train tickets.
