Not sure I agree with this. HS2 proposed service patterns were easy to find. For example just searching for "proposed HS2 service pattern" finds this 2013 document that does exactly that...
They only bit of route that's conceivably left to cut is OOC to Euston. Everything else north of Birmingham has already been cut. Well, I suppose they could really hobble the project by getting rid of the WCML link so that HS2 is literally just a shuttle from OOC to Birmingham forever.
The Camden Highline would have been pretty short too - about 750m compared to say the one in New York at 2.3km. Which isn't nothing, but there's something about "old railway linear park" that makes you want a "decent" length of parkland and somehow 750m feels too short.

It's not even a valid assumption *now*. Many countries of similar size and population to the UK have high-speed rail. Italy and South Korea are probably the closest examples. And of course Taiwan is comparatively tiny and still has a HSR line that they are extending.
