Hi there, To me that looks like some part of it has been replaced as there is a clear point where the red and black separates. Although I'm not that familiar with semaphor signals, that definitely looks like it has been bodged on the back. Hope that is brings more light to it!

The line has been closed for so long and it would be nice for it to open as a heritage line for people to enjoy. It has wonderful scenery and it would be quite popular amongst tourists and locals.

I would make a complaint to the line operator and hopefully get your money back, or at least part of it Was this told to you when you boarded?
