    Forgive my naivety, but couldn't you terminate trains at Wrexham Central? (Chester - Wrexham General - Wrexham Cental) its barely used as is, only the bidston train, so surely could handle the odd terminating service from Chester (or Liverpool/Manchester/Crewe)
