You are correct as it does state this but then it contradicts itself on page 57 by saying... "The Blackpool North route is planned to be electrified by December 2016 as part of the North West electrification programme. " Madness!

I can imagine Maidenhead has been designed in a way to allow future extension as Reading was already safeguarded so I don't think it would be too much of a nuisance. I can imagine Network Rail/Government had Reading planned from the outset.

Well there isn't a great deal in terms of population to the west and, well the east speaks for itself... — I think we can all agree that it would be easier to compare metropolitan/urban areas rather than cities.
