No, but then the plan to bi-mode the Voyagers was announced before the spine was on the radar, the case to convert the entire fleet would now be stronger.
Can't see the DfT funding a new EMU fleet for XC unless there is a pressing need for Voyagers elsewhere. And while something that can easily...
Whether the Greater Anglia Mk3s are refurbished or replaced will be decided when the franchise is relet in 2014. As the GEML has a top speed of 100mph any replacement will more likely be a Desiro / Electrostar style EMU.

But this won't bring new...
FGW has been making premium payments for a number of years. For the 358th time the contract it signed with the DfT made the last 3 years optional. First would have been mad to take it up.
57302 hauled the Cruisesaver stock from Crewe to Glasgow on Monday http://www.flickr.com/photos/30868113@N08/7923961152/

Riviera were able to round up enough Mk2s to form 6 sets during the Olympics, ATW own 20 and Chiltern have a sizeable fleet of Mk3s. Not that loco hauled is the long term solution.
In fairness this was before Virgin lodged its application for a judicial review. Greening would have known from the beginning that the contract could not be signed if Virgin made the application. By standing firm it forced Virgin onto the stage rather than hiding behind the Select Committee.
I believe that the cascades resulting from the various electrification schemes should be enough to replace the Pacers. If some of these projects will not be finished by the 2020 DDA deadline I would expect derogation granted for these to operate beyond this date. I would imagine the cost of...
No was painted in Scotrail livery when overhauled in about 2003 as part of a plan to swap some Scotrail 158s for Central 156s but the transfer never happened.
Why would they be going to lose it? Their winning of ICWC will have no bearing on their eligibility to bid for the Scotrail or Caledonian Sleeper franchises in 2014.
