The issue has been ongoing for months, SE has done very little communication to their paying customers about the issue, and their is no information in the public domain as to when it will be resolved. What else is one to assume other than they are not treating it as a high priority?

I’m struggling to understand that. Cannon Street has 7 terminating platforms fed by three platforms at London Bridge, whereas Charing Cross has 6 terminating platforms fed by four platforms at London Bridge.

The issue is when to make the decision.
If it takes an hour to mobilise staff and evacuate a full train that is not in a platform, and the estimate for getting the train moving is half an hour, then it makes perfect sense to not evacuate the train.
