My suspicion is that TfW didn't specify this specific routine check so it didn't get done. CAF is a contractor so will do the minimum it can get away with, and TfW were asleep on the job in not clarifying that the debris needed to be cleaned out periodically.

I fear you may be disappointed. 2701-6 are almost universally disliked by drivers, primarily because of the gearbox. I can't comment on reliability but they are not pleasant to travel on, nor anecdotally to drive.

Possibly. As this service gets overtaken at Eastleigh by the faster service behind it, that makes some sense. Not sure the PIS will cope with that though. For many years passengers on this line only had a 2 digit route code displayed and they seemed to cope!!
