At the moment I believe the Deluxe is available to Vienna (PKP car) and to Prague (CD car).

If the train you are looking at has the option of 3-person couchette compartments, would be your cheapest option, as the equipment is exactly the same as the sleeper! (I don't get the logic either, as the sleepers often sell out, and they could sell this as more expensive sleeper space!)

Slovakia has also now closed its borders, according to the BBC.

This pretty much shuts down international rail traffic in Central Europe, as most trains transit the Czech Republic. (Warsaw-Budapest, Berlin-Vienna, etc.)

Also, beware of the Polregio offer from Krakow to Zakopane, which at times of the year is a bus that stops at every station along the way!

My complaint about Köln Hbf. is the lack of seating/benches. There's no main waiting room (that I've found) and there is only limited seating here and there spread through the commercial passages.

It will run. It's like this every year in December. First the direct trains appear in the system. Then later the through cars, which are switched between trains, appear.

The DB problem seems to be fixed. I am able to get reservations for the Eurostar for dates in Jan.
