Is there some kind of history / tradition behind this announcement? Was it a BR standard or something that has persisted into modern day usage? The final "all change" of course being completely redundant, which is why I've always wondered if there is a little more to it...!?

I don't like having to be told to report anything suspicious to a member of staff or the police every 5 minutes. I know we all need to be security concious in this day and age but there's no need to try and make everybody paranoid when they're trying to enjoy a nice train journey!
