I haven't been into Piccadilly Circus tube for a while, but the last time I used the gents some pay turnstiles had gone in at the entrance. Have they been taken back out? There are also free toilets in St. James's Park - one by Horse Guards and the other by Marlborough Gate.

I've been known to find an idle 317 at Liverpool Street for this purpose before hopping on my (looless) 315 home. As well as Cannon Street, Fenchurch Street station's toilets are also free to use. And of course St. Pancras.
